篇3:審計內(nèi)部控制制度
審計內(nèi)部控制制度
(一)制度管理
醫(yī)院是否制定了相關(guān)的內(nèi)部控制程序和控制辦法,且具有很強的可操作性;醫(yī)院建立的內(nèi)部控制制度是否在日常的經(jīng)營活動中得到有效的貫徹執(zhí)行,并成為員工的行為規(guī)范;內(nèi)部控制制度是否能夠滿足醫(yī)院管理的需要;
(二)建設(shè)工程項目管理
建設(shè)工程項目在立項前是否從醫(yī)院發(fā)展大局出發(fā)進行了可行性研究,是否考慮項目投資的社會效益和經(jīng)濟效益;建設(shè)項目是否實行招投標(biāo)管理,招、投標(biāo)是否按規(guī)定;
(三)醫(yī)療設(shè)備采購管理
職能科室是否建立了完善的采購管理制度和規(guī)定;科室在采購環(huán)節(jié)各崗位的設(shè)置及職責(zé)是否明確;在重點環(huán)節(jié)如請購與審批、詢價與確定供應(yīng)商、采購合同的訂立與審計、采購與驗收、付款審批與付款執(zhí)行等足否建立不相容職務(wù)分離、制約和監(jiān)督的機制,是否明確采購環(huán)節(jié)的審批權(quán)限
(四)實物資產(chǎn)管理
主要審查實物資產(chǎn)的動態(tài)變化有無審批,會計記錄與實物保管是否相互分離與制約,有無各種實物資產(chǎn)被盜、毀損和流失。
(五)經(jīng)濟合同、協(xié)議管理
經(jīng)濟合同的簽訂是否合法、合規(guī);是否根據(jù)招標(biāo)文件和中標(biāo)人的投標(biāo)文件簽訂;合同條款是否完整,意思表達(dá)是否嚴(yán)密;是否存在經(jīng)濟風(fēng)險的內(nèi)容等。
(六)院內(nèi)招標(biāo)評議權(quán)管理
確保評標(biāo)過程中平等、公正的對待所有投標(biāo)者。審查評標(biāo)內(nèi)容是否全面,評標(biāo)標(biāo)準(zhǔn)是否合理、科學(xué),評標(biāo)標(biāo)準(zhǔn)是否含有傾向或者排斥潛在投標(biāo)人的內(nèi)容,是否有妨礙或者限制投標(biāo)人之間的競爭現(xiàn)象。
