篇2:化學品生產單位特殊作業基本要求
作業前,作業單位和生產單位應對作業現場和作業過程中可能存在的危險、有害因素進行辨識。制定相應的安全措施。
作業前,應對參加作業的人員進行安全教育,主要內容如下:
2.1有關作業的安全規章制度;
2.2作業現場和作業過程中可能存在的危險、有害因素及應采取的具體安全措施;
2.3作業過程中所使用的個體防護器具的使用方法及使用注意事項;
2.4事故的預防、避險、逃生、自救、互救等知識;
2.5相關事故案例和經驗、教訓。
作業前,生產單位應進行如下工作:
3.1對設備、管線進行隔絕、清洗置換,并確認滿足動火、進入受限空間等作業安全要求;
3.2對放射源采取相應的安全處置措施;
3.3對作業現場的地下隱蔽工程進行交底;
3.4腐蝕性介質的作業場所配備人員到作業現場,了解和熟悉現場環境,進一步核實安全措施的可靠性,熟悉應急救援器材的位置及分布。
4作業前,作業單位對作業現場及作業涉及的設備、設施、工器具等進行檢查,并使之符合如下要求:
4.1作業現場消防通道、行車通道應保持暢通;影響作業安全的雜物應清理干凈;
4.2作業現場的梯子、欄桿、平臺、蓋板等設施應完整、牢固,采用的臨時設施應確保安全;
4.3作業現場可能危及安全的坑、井、溝、孔洞等應采取有效防護措施,并設警示標志,夜間應設警示紅燈;需要檢修的設備上的電器電源應可靠斷電,在電源開關處加鎖并加掛安全警示牌;
4.4作業使用的個體防護器具、修防器材、通信設備、照明設備等應完好;
4.5作業使用的腳手架、超重機械、電氣焊用具。手持電動工具等各種工器具應符合作業安全要求;超過安全電壓的手持式、移動式電動工器具應逐個配置漏電保護器和電器開關。
進入作業現場的人員應正確佩戴符合GB2811要求的安全帽,作業時,作業人員應遵守本工種安全技術操作規程,并按規定著裝及正確佩戴相應的個體防護用品,多工種,多層次交叉作業應統一協調。特種作業和特種設備作業人員應持證上崗?；加寐殬I禁忌證者不應參與相應作業。作業監護人員應堅守崗位,如確需離開,應有專人替代監護。
作業前,作業單位應辦理作業審批手續,并有相關責任人簽名古確認。同一作業涉及動火、進入受限空間、盲板抽堵、高處作業、吊裝、臨時用電、動土、斷路中的兩種或兩種以上時,除應同時執行相應的作業要求外,還應同時辦理相應的作業審批手續。作業審批手續應齊全、安全措施應全部落實、作業環境應符合安全要求。
當生產裝置出現異常,可能危及作業人員安全時,生產單位應立即通知作業人員停止作業,迅速撤離。當作業現場出現異常,可能危及作業人員安全時,作業人員應停止作業,迅速撤離,作業單位應立即通知生產單位。
作業完畢,應恢復作業時拆移的蓋板、扶手、欄桿。防護罩等安全設施的安全使用功能;將作業用的工器具、腳手架、臨時電源、臨時照明設備等及時撤離現場;將廢料、雜物、垃圾、油污等清理干凈。
