BASICFUNCTION

?Autonomouslymanagethedevelopmentprocessandcommunicatetoseniormanagementonavarietyofprocessesandtechnicalissues.Hasrespectedknowledgeofmajorsystemcomponents.

學校小型設備采購、小型修繕項目實施管理規定
(一)、小型設備等物品的請購、采購流程:
1、因教學等需要,由需用部門的主管提出申請,報總務處,由總務處核實,報請校長室批準。
2、總務處委派外勤人員到正規的商店或政府定點的供應商進行采購,回校將物品交財產保管員進行登記,并做好領用手續。
3、物品采購的發票由經辦人、保管員、總務主任和校長簽字后交財務報銷做帳。
4、采購過程中做到貨比三家,質量第一,廉潔自律。
5、價格高且又不在招標范圍內的設備,由總務主任會同使用部門相關人員共同議價,并報校長。
(二)、小型修繕項目的立項和實施:
1、總務處在日常維護中發現問題或教師在教育教學上有需要,報請總務主任核實,由總務主任將修繕方案報請校長或校務會批準。
2、由總務處根據方案向二個以上有資質的施工隊詢價,然后同校長室一起確定施工隊伍。
3、總務處與施工隊簽定協議,在確保不影響教學的前提下進行施工,施工結束后由總務處驗收,合格后結清款項,發票由經辦人、總務主任、校長簽字。
4、實施過程中實事求是,廉潔自律,接受廣大群眾的監督。

工程項目材料采購管理
(1)本工程材料采購周期短、數量大、品種多,為保證所有同工程質量有關的采購產品符合規定要求,采購訂貨的設備達到國家優質產品,保護建設單位的利益,以合理的價格采購最優質的產品,本工程材料采購采用公司和建設單位聯合的集中采購制。
(2)我公司在京施工多年,具有負責物資采購、供應的專職職能部門,積累了廣泛全面的市場信息網絡和合作多年信譽良好的供應廠家,這些可保證物資采購的效率和質量。同時也能發揮我公司規模采購的優惠條件保證優質優價。避免了個別采購人員的"黑箱操作"損害建設單位和我公司的利益。
(3)和建設單位聯合采購在保證建設單位利益的前提下提高了采購效率,這是工期保證關鍵環節之一。聯合采購是指"透明報價,總承包服務"。既讓建設單位在優質材料使用于工程上放心,也讓建設單位了解我公司獲得利益的途徑是通過嚴格管理降低施工過程的消耗取得。
(4)采購程序
1)依據施工圖編制材料、設備計劃,其內容必須符合設計要求,標明名稱、品種、規格、數量、質量要求和技術要求,訂購工程設備符合工程圖紙設計要求或建設單位規定的產品要求。
2)根據"分承包管理工作程序"和"物資采購程序"對分供方進行評定,對其資質證書、營業執照進行審查,建立合格分供方檔案,并選擇不少于三家進行報價競爭,最后和建設單位有關部門聯合確定最佳價格、廠家。
3)對采購某些大宗材料或重要工程設備,應明確規定需方在分供方貨源處進行驗證的安排及產品放行的方式。
4)對需進行檢測的材料進場后經抽樣檢測合格后方準使用。項目部對材料應進行標識、驗收、記錄、掛牌標識。
