篇2:機電科工程師設(shè)備采購維修安全生產(chǎn)責(zé)任制

一、崗位責(zé)任

第1條參加機電設(shè)備檢查,并協(xié)助機電設(shè)備管理員進(jìn)行設(shè)備管理。

第2條對分管業(yè)務(wù)范圍內(nèi)的機電安全工作的重點進(jìn)行技術(shù)把關(guān),對機電設(shè)備的選型、進(jìn)貨質(zhì)量的驗收等進(jìn)行技術(shù)把關(guān)。

第3條負(fù)責(zé)公司礦制度規(guī)定需機電科采購的設(shè)備的考察、招標(biāo)文件的起草并牽頭起草相關(guān)技術(shù)要求、組織相關(guān)設(shè)備的招標(biāo)。

第4條負(fù)責(zé)礦所有機電設(shè)備外委維修的市場調(diào)研、招標(biāo)組織、合同及技術(shù)文件的簽訂、維修質(zhì)量跟蹤。

第5條負(fù)責(zé)機電科所有合同、技術(shù)協(xié)議的管理。

第6條負(fù)責(zé)相關(guān)業(yè)務(wù)范圍內(nèi)的發(fā)票掛帳、付款等業(yè)務(wù)。

第7條經(jīng)常深入現(xiàn)場了解設(shè)備維修使用狀況,掌握維修供貨質(zhì)量信息及時反饋領(lǐng)導(dǎo)參考。

第8條積極在煤礦推廣機電、運輸安全生產(chǎn)新技術(shù)、新設(shè)備,開展安全生產(chǎn)科研攻關(guān)。

第9條分管業(yè)務(wù)范圍內(nèi)安裝、檢修工程、工作的現(xiàn)場專盯指導(dǎo)。

第10條嚴(yán)格履行公司《本質(zhì)安全型礦井管理條例》規(guī)定的其它安全生產(chǎn)職責(zé)。

二、責(zé)任追究

第11條有下列行為之一的,給予機電科工程師警告處分;造成嚴(yán)重后果,構(gòu)成犯罪的,依法追究刑事責(zé)任:

一、違章指揮工人或者強令工人違章、冒險作業(yè)的;

二、對工人屢次違章作業(yè)熟視無睹,不加制止的;

三、對重大事故預(yù)兆或者已發(fā)現(xiàn)的事故隱患不及時采取措施的;

四、拒不執(zhí)行煤礦安全監(jiān)察機構(gòu)及其煤礦安全監(jiān)察人員的安全監(jiān)察指令的。

第12條煤礦發(fā)生事故,有下列情形之一的,依法給予機電科工程師解聘直到開除的紀(jì)律處分;構(gòu)成犯罪的,依法追究刑事責(zé)任:

一、不按照規(guī)定及時、如實報告煤礦事故的;

二、偽造、故意破壞煤礦事故現(xiàn)場的;

三、阻礙、干涉煤礦事故調(diào)查工作,拒絕接受調(diào)查取證、提供有關(guān)情況和資料的。

第13條編制的機電、運輸專業(yè)安全技術(shù)措施以及供配電相關(guān)設(shè)計出現(xiàn)明顯技術(shù)失誤的,機電科工程師負(fù)直接責(zé)任。

第14條未及時組織分工范圍內(nèi)的重大事故隱患排查、對治理未進(jìn)行監(jiān)督的,機電科工程師負(fù)重要責(zé)任。

第15條未根據(jù)實際情況及時分析煤礦機電技術(shù)管理狀況,向機電科長提出具體意見的,機電科工程師負(fù)直接責(zé)任。

第16條在機電科技術(shù)管理工作中未遵守國家有關(guān)安全生產(chǎn)的法律、法規(guī)、規(guī)章、標(biāo)準(zhǔn)和技術(shù)規(guī)范,機電科工程師負(fù)直接責(zé)任。

第17條機電科工程師對煤礦機電、運輸設(shè)備、設(shè)施技術(shù)檔案的整理、管理工作負(fù)直接責(zé)任。

第18條未按規(guī)定經(jīng)常深入現(xiàn)場,或未及時發(fā)現(xiàn)和解決現(xiàn)場的不安全隱患,機電科工程師負(fù)直接責(zé)任。

第19條對于上述負(fù)直接責(zé)任、主要責(zé)任、重要責(zé)任的,應(yīng)根據(jù)情節(jié)嚴(yán)重程度按照有關(guān)法律、規(guī)定給予行政處分、經(jīng)濟處罰、追究刑事責(zé)任。
